In Romans 9 God says, "I will have mercy on whom I have mercy." Mercy is not owed to anyone, it is a gift. In Romans 10 we see that we ought not fret about whether we are the part of the elect who have been chosen to receive mercy. Instead, we are to call on the name of the Lord and be saved by the One who has graciously and mercifully promised to do so for all who call.
